If this is all true, we have nobody to blame but Bush. Iran came to Bush with concessions in order to prevent the war in Iraq but Bush was going to war because he wanted to be a war president (oh, and oil).
I don't think it's an issue that is best addressed by finding someone to blame.
I think Iranian moves that are acts of war need to be countered aggressively. Then find the culprit.
